Rule: Always safe (test rule)

Rule key: always_safe · Default weight: 0.0 · Tier: Lite

A deliberately inert rule that always returns a score of zero with a \”clean\” verdict. Ships with the plugin for two reasons:

• It validates the rule-evaluation pipeline end-to-end without contributing any scoring noise.
• It serves as a working reference for developers building custom rules — see Building custom rules.

You can leave this rule enabled forever at weight 0 — it has zero performance cost and zero scoring impact.
